Job Description

Location: Norfolk, VA

Security Clearance: Active NATO Secret Clearance Required

Key Responsibilities

  • Support the development and implementation of multi-domain and joint effects capabilities across the capability lifecycle.
  • Assist with programme and project management, stakeholder coordination, and capability development activities.
  • Support the integration and synchronization of kinetic and non-kinetic effects, including non-lethal capabilities.
  • Gather, document, analyse, and track capability, operational, system, and interoperability requirements.
  • Contribute to the development and review of military doctrines, policies, directives, concepts of operations, and courses of action.
  • Coordinate capability development across Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities, and Interoperability (DOTMLPFI).
  • Develop recommendations and courses of action to address capability gaps and implementation challenges.
  • Organize and participate in workshops, seminars, conferences, and stakeholder meetings.
  • Collaborate with national and international military and civilian organizations, research institutions, and centres of excellence.
  • Maintain programme status information and support capability validation and coordination activities.
  • Identify lessons learned and best practices to improve capability development.
  • Support programme leadership and attend meetings and conferences, with travel of up to 40 days per year.

Essential Qualifications & Experience

  • Master’s degree in Engineering, Information Systems, Aeronautics, Operations Research, Project Management, Business Administration, or a related discipline; alternatively, a bachelor’s degree with relevant professional experience.
  • Experience briefing senior leaders and decision-makers.
  • Operational experience in joint or strategic-level military effects planning, integration, and synchronization, particularly non-kinetic and non-lethal effects.
  • Experience in programme or project management within complex environments, preferably involving military capability development.
  • Experience working in multinational organizations or military command structures.
  • Familiarity with multinational defence organizations, capability development processes, and military systems development.
  • Strong knowledge of requirements management, analytical methods, and capability lifecycle management.
