Instructional Systems Designer (ISD) - eLearning

Location: Norfolk, VA

Security Clearance: Active NATO Secret Clearance Required

Key Responsibilities

• Conduct training needs analysis and define measurable learning objectives.
• Design course structures, storyboards, learning modules, and assessments.
• Develop interactive, SCORM-compliant eLearning content using modern authoring tools.
• Create and manage digital learning content in LMS platforms such as Moodle.
• Evaluate course effectiveness and improve content using learner feedback.
• Collaborate with SMEs and stakeholders to ensure quality and timely project delivery.
• Support instructor-led training, virtual workshops, and professional development activities.
• Maintain course documentation and ensure learning materials meet quality standards.
• Research emerging learning technologies and recommend innovative instructional approaches.

Essential Qualifications & Experience

• Bachelor's or master's degree in Education, Instructional Design, Training Development, Educational Psychology, or a related field. Relevant experience may qualify bachelor's degree holders.
• Professional experience in instructional design and eLearning development.
• Hands-on experience with eLearning authoring tools, SCORM, and LMS platforms.
• Strong knowledge of learning theories, assessment design, and course evaluation.
• Experience creating storyboards, interactive modules, and digital learning materials.
• Strong communication, organizational, and stakeholder management skills.
• Portfolio demonstrating contributions to at least three eLearning projects, including storyboards, completed course screenshots, course flow, and assessment strategies.
